Moscow, Russia, 2006/07/08 - BioLink Solutions announces the implementation phase of the project for the Department of Sales Tax of India. BioLink’s biometric solution is integrated into the IT infrastructure of the Department and over 200 BioLink scanners are being deployed.

The Department of Sales Tax of India (DST) is updating its procedures, applications and IT infrastructure to facilitate implementation of Value Added Tax (VAT) which replaces sales tax structure prevalent in Delhi, intends to harmonise tax structure of various Indian states and rationalise the overall tax burden. The renewed IT infrastructure will host the custom development VAT application.
Within the framework of the project covering the supply, installation, commissioning, management and maintenance of the complete IT infrastructure, BioLink was selected to provide its integration software kit (BioLink SDK) and 210 U-Match MatchBooks v.3.5 for the security component of the system. The choice for the reliable fingerprint biometric solution is obvious considering the criticality of the application.
The total DST project covers the provision, deployment and maintenance of the IT infrastructure in 4 remote offices and 10 check posts at various locations in Delhi. The remote offices with approximately 50 users each act as front offices for collection of forms for registration, returns, refunds, appeals, objection, issuance of acknowledgement receipts, scanning of documents and data entry. The current scope of the project is to set up the front office with about 50 users at the sales tax office and provide the appropriate infrastructure to host the central database and application of the department that conducts all the relevant business processes. The solution is scalable to meet the future requirements of the department expected to involve about 1 200 users.
Through its key partner in India – Logistic Solutions Inc.– BioLink delivered its products to identify DST employees logging on to the operating system (Microsoft Windows 95/98, 2000 and above) and VAT application modules: Tax Administration Modules (core business areas, registration, returns processing, assessment/audit, tax collection, recovery) and Automation Modules (office administration, personnel information system, payroll, pension, audit, budget monitoring, inventory and asset monitoring). BioLink SDK is being used as a tool for integration with the VAT application, authenticated access to which is granted according to the predefined authorization levels. The biometric solution provided is being integrated with the domain login and PDC server for authentication.
The biometric solution to be embedded into the document management system will allow significantly increasing the overall security, which is of prime importance to DST as the data centre hosts important application, database and authentication servers. The two-level biometric protection of access to the operating system and VAT application will prevent misuse of confidential financial information by way of fingerprinting the Department employees.
