The Consumer Directed Service (CDS), formerly known as the Vendor Fiscal Intermediary option, is described by the Texas Department of Aging and Disability Services (DADS) as a program that allows DADS consumers to hire and manage the persons who provide their services.
DADS consumers now have more control in their new role as employers. As an employer, they can set the wages, vacation days, and bonuses for their employees based on the allocated service budget. They can also hire family, friends, and neighbors, which is a major bonus since there’s already a familiar relationship. The following are programs that are self-directed through CDS: Community Based Alternatives (CBA), Community Living Assistance and Support Services (CLASS), Consolidated Waiver Program (CWP), Consumer Managed Personal Attendant Services (CMPAS), Deaf-Blind with Multiple Disabilities (DBMD), Home and Community-based Services (HCS), Medically Dependent Children Program (MDCP), Primary Home Care (PHC), Family Care (FC), Community Attendant Services (CAS), and Texas Home Living (TxHmL).
After the consumer agrees to partake in the CDS option, they are provided a list of agencies by their Case Worker.
