Part of the Government’s Every Child Matters initiative. One of only 5 local authorities in the UK to obtain an allocation of the grant, Wandsworth Council will work in partnership with software provider, CPFR Solutions, to complete the final development to full compliance of its existing eCAF system, already being piloted by child-care practitioners in the borough. The funding is conditional on delivering a compliant system by March 2007.
Triggered by events like the Victoria Climbie tragedy, the CAF is part of the Government’s ‘Every Child Matters’ plan which seeks to identify earlier and standardise the assessment of children with additional needs in order to provide a better service to satisfy these needs. The DfES requires that by March 2008 all local authorities will have implemented the CAF process. Full benefits, ensuring that practitioners from different sectors can securely and easily generate, store and access a child’s common assessment and the service delivery information in a central place, can only be achieved by e-enabling the process. The funding will be used by Wandsworth Council to develop their existing system, in partnership with CPFR Solutions, into a fully compliant version of the eCAF system for availability to other local authorities at a reduced cost.
Helen Miriam, CAF coordinator of Wandsworth Council said: “We are delighted that the DfES grant will enable us to further develop the eCAF system to meet the requirements for full DfES accreditation. The pilots in the borough have already demonstrated that the system works well in delivering CAF objectives and by working closely with CPFR Solutions we can offer our knowledge and expertise to deliver a complete system in the required short timeframe.”
Chris Wright, managing director of CPFR Solutions said: “It is a logical step for Wandsworth and CPFR Solutions to use the valuable work and experience it has gained and take the eCAF system into its final phase of full compliancy. Through our partnership with Wandsworth Council, we have already developed a web-based system that meets the CAF’s ultimate objective of creating a multi-agency tool – bringing together the different sectors for the good of a child’s needs. The eCAF system enables practitioners to exchange information speedily, securely and safely whilst more effectively identifying the needs of a child.”
The fully compliant eCAF system by CPFR Solutions will be available to local authorities from March 2007. Local authorities, such as Brighton and Hove Council are already implementing CPFR Solutions’ eCAF system with the benefit of regular upgrades towards the fully compliant version next year.
Wandsworth Council was one of the 12 authorities chosen to trial the CAF in 2005. The Council partnered with CPFR Solutions to develop its own eCAF system which is now actively used by practitioners in Wandsworth in Education, Voluntary Sector, Health and Social Services.
