Kaulkin Information Systems™ (KIS) today announced that the company’s KISTrack® SaaS|Cloud technology platform has been selected by Brevard County (FL) as an image archival solution in the Clerk of the Court’s Offices. The announcement was made and presented as a case study during the 2010 SaaS/Gov Conference this week in Washington, DC.
The KISTrack technology works closely with Brevard’s existing IT platforms including IBM® Informix® database software as well as Canon® and Kodak® enterprise imaging systems. This close integration is being accomplished using the KIS patent-pending TrackCapture™, TrackBatch™ and unCommon Data Hub™ SaaS|Cloud technology modules.
“As with most government agencies at all levels (federal, state, local/municipal), over the past two years our officials asked us to take a serious look at our budgets and develop technology roadmaps that balanced capability with affordability,” stated Michael Bowen, IS Director for Brevard County Clerk. “A key factor in our selection of KIS was their ability to leverage our existing IBM Informix and Canon/Kodak investments while simultaneously being able to extend our data and business processes in new directions using audit-driven workflow with secure backup and archival in the cloud,” Bowen added.
Brevard has calculated expected cost savings of more than 50% compared to what it would cost to bolster existing enterprise internally-managed software/hardware systems to handle the same capabilities.
As a key part of their IT due diligence, Brevard County Clerk noticed the maturing of SaaS|Cloud computing options and decided to start evaluating SaaS|Cloud systems that could be woven into a comprehensive strategy of records automation. Working closely with their IT advisors at Akron, OH-based Arkay Engineering (arkayinc.com), Brevard County worked up a baseline of requirements. The critical factors involved with their selection included:
• Total Cost of Ownership;
• Return on Investment;
• Security, Availability and Performance;
• Vendor expertise in Governance, Risk Management and Compliance (GRC);
• Integration with Existing Systems;
• Proven Platform for Disaster Recovery/Business Continuity and eDiscovery;
• Flexibility and Scalability to Grow With the County’s Needs.
The growth of SaaS|Cloud in the government sector afforded a broad spectrum of potential vendors and platforms; however, finding providers with a proven track-record in handling sensitive data winnowed the field to a handful.
“KIS quickly emerged as the front-runner given their extensive experience handling critical information in the Financial Services, Healthcare/Medical and Government sectors and their focus on the Human Side of Compliance™. KIS’ focus on GRC from the human side is unique and powerful. With our IT roadmap concentrating on making our records management staff more productive and accountable, the KIS approach made the most sense,” added Bowen.
KISTrack allows internal county staff, administrators, specialists as well as outside parties (attorneys, county residence and other stakeholders) to more actively monitor electronic court records at all stages of the judicial process while providing disaster recovery and anywhere access. “A significant consideration,” as Bowen recalls the lost days experienced when a hurricane came through taking the court system down.
Access to information is assigned to users at varying “rights” levels which controls exactly what data users can see and what each user can do with such data. This tiered user structure also controls which KISTrack application tools are available to each individual user as well as the fees associated with accessing the system – keeping costs low.
“KIS technologies thrive at the cross-roads where individuals interact with sensitive data. Our heritage of handling critical in heavily-regulated communities is the foundation upon which KISTrack and its application modules were forged,” stated Michael P. Binko, president and CEO of Kaulkin Information Systems. “The ability to address federal/state and local government guidelines for trusted records management are the anchor tenets of the landscape that KIS was built to simplify. Combining these critical needs with the cost-effective SaaS|Cloud computing delivery model is a win-win for all government and citizen communities,” added Binko.
KISTrack technologies can be deployed very quickly without the typical hard-costs of new computing equipment, additional IT staff or long-term software maintenance contracts. This “low overhead” aspect of the technology makes KISTrack a definitive platform for both large and small government organizations.
