Spectrum OSO Asia Limited, the Asia-focused business intelligence and investigations agency, has announced the appointment of two new senior operations executives to support growth in the company’s business in the Philippines and the People’s Republic of China.
Mr Randy Martinak has joined the Manila office as Senior Operations Manager (Southeast Asia), while Mr Bill Lo has been appointed as Director of Operations for SOA’s China business, and will be based primarily in the company’s office in Guangzhou.
Mr Martinak is a former Oregon law enforcement professional. His career has included fourteen years with the Organized Crime Unit of the Oregon Attorney Generals Office, during which time he organised and supervised the statewide Oregon Criminal Intelligence Unit. He subsequently served with the United Nations in a range of police roles in Bosnia, East Timor, Iraq (member of a CPATT - Civilian Police Advisor Training Team) and Afghanistan (police mentor to Afghan Border Police). Mr Martinak has a BS in Law Enforcement with a journalism minor from Western Oregon University and is also a Graduate of the FBI National Academy 116th Session and a Graduate of the National Crime Prevention Institute of the Southern Police Institute at the University of Louisville.

Mr Lo is a 34-year veteran of the Hong Kong police force and former unit commander of the Mongkok, Wanchai and Western District Anti-Triad Squad and Crime Squad in. During his career with the Hong Kong police, Mr Lo also liaised closely with law enforcement authorities in the People’s Republic of China.
A recipient of the Hong Kong Police Meritorious Service Medal, Mr Lo also attended the Overseas Police Officers Course at Hendon Police College in the United Kingdom, and was subsequently an instructor at the Hong Kong Police College. Prior to joining Spectrum OSO Asia Ltd, Mr Lo held the post of Operations Manager in the Investigation Department of Venetian Macau Ltd from 2005.
