Traditionally eCall has been an application rated as highly beneficial by consumers. However, consumers have indicated their unwillingness to pay more than 100 Euros for these systems. With the European automobile manufacturers association (ACEA) proposing different types of eCall solutions and thus ensuring cost effectiveness, and with companies including BMW and Magneti Marelli offering technology-neutral telematics platforms such as NGTP and tema.mobility, the future looks very bright for the entire bouquet of telematics services.

New analysis from Frost & Sullivan (transportation.frost.com), Strategic Analysis of the European Markets for eCall and bCall Systems, finds that the market earned revenues of €0.15 billion in 2007 and estimates this to reach €2.85 billion in 2017.

“The smooth implementation of the eCall voluntary agreement will open the door for other telematics services,” notes Frost & Sullivan Research Analyst, Praveen Chandrasekar. “With the ACEA discussing different types of eCall solutions on one side and standard telematics platforms including NGTP and tema.mobility entering into the market on the other, the time is right for vehicle manufacturers and suppliers to start developing a killer business package for telematics services with eCall as the core focus.”

ACEA is currently proposing different types of eCall solutions in line with the planned voluntary agreement with the European Commission (EC) to introduce eCall as a standard optional feature in all new type, approved vehicle models. These solutions will offer vehicle manufacturers flexibility in terms of cost and features to build a telematics service package and price it cost efficiently for end consumers. The range of solutions will also allow vehicle manufacturers to offer them existing and new vehicle models, thereby boosting the market for eCall systems in Europe.

One of the biggest challenges for the proposed EC voluntary agreement on eCall is the commitment of member states and infrastructure development in terms of PSAP coverage. Currently, two major member states, namely the United Kingdom and France, have still not signed the MoU for eCall. The United Kingdom has stated costs and the lack of benefits as reasons for declining to sign the MoU. This is a key challenge, which is expected to impact the late 2010 implementation and delay it by another year.

“The refusal of major member states such as the United Kingdom to sign the MoU for eCall is placing considerable pressure on the proposed EC roadmap for eCall,” states Chandrasekar. “With an initial target of end 2007 for all member states to sign the MoU, delays in acceptance will hamper proposed EC deadlines.”

To ensure smooth implementation, the EC along with the ACEA has to win the commitment of member states and also work with the telecom industry to ensure that infrastructure development for eCall, such as PSAP development, progresses at a rapid pace.
