By delivering services of a standardized project management office (PMO) and a business analysis office (BAO), Ciber will help the nonprofit improve methodologies and implement best practices that can benefit association members. Ciber also will aid the client in continuously enhancing and enabling the organization's management of IT initiatives and application life-cycle requirements. This engagement aims to move the client's project and portfolio management (PPM) proficiency from a Gartner PPM Maturity Model capability of Level 1 to Level 3 within two years.

Ciber will dedicate a team of senior-level project managers and business analysts to direct technology initiatives through implementation of a PMO and BAO. These offices centralize control and management of projects to facilitate predictable results through the use of proven outcome-based methodologies. To elevate project delivery above current standards, Ciber also will enable the association to adopt demonstrated processes for project initiation, planning, execution and closing. Adoption of standardized tools and methodology allow for project repeatability and process reuse, which can improve an organization's time to delivery and overall performance.
Ciber follows a PPM maturity model outlined by consultants at Gartner. “Gartner’s PPM Maturity Model has five levels,” said Analyst Lars Mieritz. “These levels range from least mature, Level 1, to fully mature, Level 5.”1
Gartner Analyst Matt Light noted,“Our research reveals that most IT organizations (64 percent) assess their PPM discipline at Maturity Level 2. That same research indicates that, for a majority of organizations, Level 3 is considered a desired state.”2
